sounds like pens fans are ok with this and think that it improves their 4th line, possibly their 3rd line. Maybe not at centre but he is playing in the NHL.
Oilers are no good.

I know the Flames one time lost the use of Dean McAmmond because they traded him and then reacquired him in the same season. That rule was put in place back in the Waiver Draft era, I am not sure if it is still on the books.
