Sutter's point about redundant penalty boxes is silly, at best. You still need a sin bin, you can't just let a penalized player sit with the rest of the team. There is also a need for an official that lets penalized players out and watches that they don't get out too early. So, in essence, you would still need the same amount of extra bench space; just opposite to where it is now, similar to how they are positioned in community arenas nowadays.
