Because they didn't recall anyone after sending McGrattan down, the roster is currently at 22 (plus Ramo and Jooris). They can carry up to 23, so as long as they don't bring up anyone else, Ortio could stay even after Ramo returns.
The only time a team has to really worry about a straight 1-for-1 replacement of an injured player is if they're over the cap and using LTIR (long-term injury) space to remain compliant. That's not a concern for the Flames this year.
