I haven't given up. I'm at a coffee shop on holiday... Not that the coffee shop is my holiday...
I sent a response email asking a few questions that might help me. This was last week, please respond. I should be back by the 4th of Sept and I'll continue at it again. Nothing above has worked so far. I posted on a few forums for help but I will not send the private file to a stranger. I will figure it out myself or with someone I trust. Back to my holiday drinks!

Would iTunes be able to convert it? Basically drag it into iTunes, let it convert it, and then drag it back out. It will be an M4A file, but that should be more playable with VLC or Media Player.

This thread has been fascinating. I hope you get it to play finally, k_c. It's amazing to me that a 5 year old audio file doesn't simply play.

Went to the Philips manufacturers site of the specific model used and that player won't play it.
So frustrating! This really makes no sense.
Sent an response today via email killer_carlson. If you have the recorder or you can get the recorder then we can place the files in the recorder and play them back. I'll plug it into my system and then clean it up for you. If it doesn't play in that recorder the files must be corrupt.

Not sure if this will help, but this is apparently a version of the Philips CELP codec. I installed it using the method described here, substituting scmelp32 for atrac3 in that link.
Then I ran Sherlock to see if the codec was installed, and it showed up like so:
So...maybe?

I have the CODEC installed on my system too. It should be working but it's not on ANY player that I installed that should be able to play it has failed. I even grabbed foobar2000 and I've become a big fan of that player because of this problem, it's a great player with a lot of geek support! I'll try this tomorrow, because I'd like to pull through for a fellow CPer. The time this has taken I should bill Phillips for their insane proprietary software...

Ok, another attempt.
Found a similar request for help reading a Philip CELP file here
The solution (which apparently works) is to download utility software for SpeechMike Classic. I found the download for this software here (called Speech Control)
This looks like the same software even though the file size is different, as it also contains the TestData directory with the T_CELP.WAV file, which I was aslo able to play after installing.

Just to follow up - after installing the software, Sherlock shows the Philips speex driver installed:
I had to remove the older smcelp32 file that I had manually installed first, then install the philips software, for the speex driver to display.
Strangely, once I removed smcelp32, I couldn't play the test celp file.

Thanks again to To Be Quite Honest and Psyang. These recordings mean an awful lot to me and I've shared by PM why that is the case.
You guys are awesome and have generated some really good karma for yourselves. I'll shout for lunch or dinner at some point next season when I am down in Calgary.

Not sure what this would entail, but definitely interested in anything I can do to preserve these or improve on the recordings.
