Teams can only have 2 non-North American players on their roster at anytime. If you have already drafted players previous years expecting to play or currently on the roster, you can't add anymore and so picking isn't necessary.

you are only allowed 2 imports (3 if one of them is an NHL 1st round pick), so teams pass if they are happy with their current import players

I'm not being funny, but why don't players from Europe register themselves as being interesting in coming to play in North America, rather than having a load of Zacha situations where teams select these lads but they have no intention of coming over and playing here?
Seems a waste of time and means some lower pick lads(maybe like Mattsson) who would be keen on coming over don't get picked up.

Seems like it's a better idea to just grab the impact talent even if they signal they won't come over... if they change their minds you get a better player, an extra import slot (once drafted in the first round for the NHL) if they're returned, if they don't then you can use that slot to pick up other imports in trade from teams that want to change who they have in those slots.

At 15/16 years old would you be willing to pack up and move across the world away from your family and to a place where you many not speak a language for a shot at a job that may or may not be available on a regular basis?
Lots of these kids are playing at the top level in their country with lots of playing time and more importantly close to home. Unless they are ranked highly by ISS or are extremely driven to make the NHL and play the North American game, there is little interest to come here to play junior hockey.

You would think that CHL teams would, at the very least, look at the fan websites of the NHL teams who have drafted the prospects they are looking at. Willingness of the players to come to N. America are often discussed there.

They don't even need to do that... just freaking call up the kid or his agent and ask them what the likelihood of them coming over is.

If the agent is that raging about it, he must have wanted him to go somewhere else. Otherwise why do you care. Its not like McDavid's agent went crazy when the KHL drafted him.

Yup, my speculation is he really wanted to go to Quebec. Remparts are hosting the Memorial Cup and it is a perfect stage for a projected top 10 pick to be showcased.

Anwys, I dont think our boys are going to find a spot. Very few selections left in the first and even less in the second round.

Can't trade between leagues. He'd have to be released and not claimed by anyone to go to QMJHL or WHL. I'm sure the agent would be fine with him going to London or somewhere like that so something will probably be worked out.
Sarnia has developed two recent #1s though - Stamkos and Yakapov... so its not a graveyard or anything.

Exactly. And picking a player just for the sake of it does nothing but prevent another team from getting the chance to bring that player over. While they all want to win, the bigger picture is to develop hockey players and hoarding the rights to players would be bad practice.
As for Sarnia wasting the pick, not a big deal. They probably have their foreign slots designated and just drafted the BPA on the chance that he changes his mind.
