I think this is driven out of what happened in the NBA this year and fear of what teams might try to do.
When I was in Vegas in Feb for example, at least one casino would not let you bet on the Boston Celtics because their tank job was so obvious. Bad for business.

I know it wont happen this way but I would love a system that the team that finished 9th has an equal chance at the No.1 pick.
So teams are not penalized for not giving up and trying to win

That's not why you couldn't bet on the Celtics - the Celtics are partly owned by the President and CEO of Caesars Entertainment so any of the Caesars casinos aren't allowed to take bets on their games. Link

I like the sounds of evening out the odds, as well as more picks determined by lottery.
Knowing the NHL, it's likely just a small change to the current system.... Maybe something like:
Odds:
30th - 14%
29th - 13%
28th - 12%
27th - 11%
26th - 10%
25th - 9%
24th - 8%
23rd - 7%
22nd - 5%
21st - 4%
20th - 2%
19th - 2%
18th - 1%
17th - 1%
Lottery held for picks 1 thru 3.
At pick #4, order goes back to reverse standings.

On draft lottery: phase-in approach, 2015: odds will be smoothed among 14 non-playoff teams. In 2016, NHL will increase the number of selections that will be determined by way of Lottery draw.
So starting this year, the odds will be smoothed.
In 2016 the odds will be smoothed as in 2015, but more than the 1st overall pick will be chosen by lottery.

Why? The bottom five teams still get the the first five picks. Just that tanking to end the season won't give you a Mcdavid(or McKinnon). Not really any different than having a lottery of the bottom five teams to see who gets first pick.
