Ripping out the stairs turned out to be a good idea, I'm not sure what was done before but it looks like they tried to raise the doorway and the cutout in the foundation (bungalow) was covered with a loose 2x10 and some particle board. We pulled the board out which left a clear path to the insulation which had old wasp nests in it. Its clear that this is where the mice and wasps were coming in from and once we fill it properly today shouldn't be an issue any longer.

Man, it's incredible how common poor workmanship is in home building. Good thing you investigated and can fix this now.

Hindsight is 20/20, but would it not have been easier to go in from the basement side and take out a bit of wallboard to expose / plug that hole?
