Charge them and charge them consistently. Nothing worse then having to sit in traffic due to a collision, only to eventually realize that it's not the collision that's causing the backup, it's idiots who have to slow down and stare. That deserves a nice disciplinarian horn honk.

They are taking pictures of the people gawking and pics of there license plate. Then they mail out the pics. The only issue I see is if these will hold up in court. Plenty of wiggle room unless there is something geographic that links you to the seen in the pictures.

I've never seen a city where the police clog up more traffic than they do. Nothing like writing a speeding ticket for 20 minutes on Glenmore at 5pm while blocking a lane of traffic.
In almost every other city I've been to, the priority is always to get an accident cleared and taken care of. In Calgary, that doesn't seem to be a priority.

Government needs to change the distracted driving laws so demerit points can be added to peoples licenses. Fines alone don't seem to be working.

This had been one of my biggest gripes, but ever since that cop car got smoked on Deerfoot for parking halfway in the left lane they seem to do it less now.

It's beyond me why people need to drop into threads and leave useless posts like this^.
a) Nobody cares that you don't use your camera phone.
b) I'm sure you're hoping that everyone figures that you're a super duper camera guy, with a badass expensive camera, but most people are thinking that you just don't know how to work that phone of yours. Otherwise, you'd have thought of some of the very obvious instances where a meager cell phone pic will suffice, rather than going to the trunk of your car and getting out the tripod and the case of lenses.

There's observing your surroundings while driving and than there's slowing down on a high speed road to get a good view of the carnage to satisfy morbid curiosity. They are not two in the same.
