You have to remember that not only is Washington giving up a 4th round pick, their food budget just doubled as well.
So not as cheap a deal as you first think.

Good trade for Washington, I think. I always saw Penner as a kind of player a good team can always benefit from. He does appear lazy and disinterested a lot, but he is very talented and skilled, so when he goes, he is very dangerous and effective.
