I bet they switch out Ortio and Broissoit at some point, just to give them both AHL experience and a chance to play a lot of games.

What do you mean? Can't you loan players to AHL teams while still holding their NHL rights?

No you can, but you don't really see it often. Most times teams seem to loan guys if they are on the outs. Mitch Wahl being the most recent example. Was loaned to Hamilton when he was struggling and didn't really have a spot in the organization.
IIRC Feaster did mention they would possibly try to loan a goaltender if they felt that was best for them. I just don't think it is an ideal situation. They most likely want to be able to control how much he plays and he'll definitely get the playing time down in Alaska.

Ryan Pinder makes a great point that this is the best development for a young goalie as opposed to being the backup on the farm.
Brossoit should get a lot of games in the E, then hopefully get a few spot starts for the Heat to get a good taste of the more advanced minor pro game. The last thing you want is to have a young promising guy sit on the bench as oppose to be playing

Gillies I see as our best prospect at that position.
Brossoit, Berra, Ortio and Ramo are all in the mix for the other spot, I don't see a clear long term favourite besides Gillies. Without having seen enough of them I think Berra might have the best shot.

Taught kids in swimming lessons named Harley Davidson and Justin Case.
Back on topic, better to have goalies playing and developing than riding the pines. And loaning them out to another organization is a quick way to lose control over their development.
Plus - Alaska.

I wonder which is better for an ECHL affiliate - Las Vegas or Alaska - as a fan, it was great to watch the Las Vegas Wranglers, and not much chance to go to Alaska, but the Alaskan fans seemed to be fairly rabit (they were the road team when I watched the Wranglers). Alaska would be like an exile for some players, while Las Vegas could send a young man down some bad paths...

I think it is very expected even before camp.
Ramo was signed to be the #1 (unless he faltered, or unless someone really out-played him). Can't really make an argument right now for him being undeserving of the starter's job right now, after camp and the preseason.
MacDonald was re-signed to be the veteran backup (and apparently, he has always been very good in his role).
Berra was traded for as 'insurance' in case Ramo didn't make the cut (or falters), but is probably seen as a legitimate candidate as well. He will get the bulk of the starts in the AHL.
Brossoit was probably seen as a possibility for the future, and there is no sense in wasting his development playing backup with limited games. ECHL starter's gig is probably better for his development than being a backup with limited starts in the AHL.
Ortio was probably the 'surprise' for the Flames this year. I have always liked him a lot, but he didn't look terribly confident in his first stint in NA. I think the Flames really wanted to see what they had in him, and he probably surprised the Flames' staff somewhat. However, adjusting to the NA game and getting him to backup Berra for now (with an option to become the starter if his play as compared to Berra's warrants it) is probably the best solution for him now.
Injuries can happen, and it changes the depth quite a lot. Would you call-up Brossoit to be the backup? Probably, and you probably play him a few games as well to see how he does with higher competition.
I think most people assumed that is how it would really shake out, unless Berra really out-played both MacDonald (I think he did) and Ramo. I bet the organization ends up calling Berra up for a short look in the NHL, and probably Ortio as well at some point (unless their seasons in the AHL are not going well). Brossoit stays in the ECHL until MacDonald gets moved (and he gets moved only if Ramo is playing well and consistently, and so are Berra and Ortio).
I think the Flames want to figure out what they have right now in Ramo, Berra and to a lesser degree, Ortio, regardless of how 'outstanding' Ramo may do this year. Weisbrod mentioned they may ask Gillies to turn pro after his NCAA season, and things get pretty crowded if they don't move some bodies.
Preseason or not, it was nice to see Ramo and Berra at least look pretty competent out there (if a bit nervous and unsteady). Was really worried one (or both) may bomb. A few arguable weak goals, but most goalies around the league let in a few more stinkers than normal shaking off the rust, not to mention goalies that come from across the pond.

Frankly... if a guy doesn't have the mental strength to handle working in Vegas for 25% of the year without going down a "bad path" then they don't have the mental strength to handle being a professional athlete.
