That was me, and growing up I am sure that was the norm. I posted that on CP and certainly haven't lived it down!

A few years ago I left out a bunch of empties and we watched from the house as the garbage man lifted it all up and chucked it in the crusher. Now I tip cash.

But back to the OP, they clear our blue and black bins max three times a month, usually twice. I don't think they have quite the route system for collection figured out yet.

I have asked a garbage man that I know about tipping and he told me that he would be fired if he were ever caught accepting a tip. So to answer your question, yes wait outside and make sure his boss isn't around to see it.
