If I was your friend I would make sure there's not an outstanding bench warrant for those tickets. I would almost guess that when he didn't pay them they issued a court date and he failed to appear.
I've had friends from Ontario that have been zinged for registration here for tickets in Ontario.
Your friend should either forget about driving forever, or square the tickets.
The cool thing is he's kind of a fugitive from the law, if his job requires any kind of background check or bond, he's not going to get it.
