People from non-democratic states have to pay a democracy entry fee as well, qiang. Luckily it's a one-time fee, but it can run in the $200-400 range depending on how much you love to vote.

Former roomate worked in fine dining. Taking home 3000 dollars a month wasn't unreasonable when he was working FT.
However, you were at the mercy of the industry. Some weeks you got 24 hours, others 40. If it was consistantly FT, he would have taken home that much.

Fine dining is the key. And our fake friend qiang here most likely would not get a job as a server at a fine dining restaurant.

I did fine dining for six years while I put myself through university.
Working 5 days a week, my best estimate is that I took home $5350 a month.
Bear in mind this is an average given the highs and lows of busy and slow weeks.
Also, at Christmas time it wasn't uncommon to take home $300 in cash every night in tips, and over $500 on the odd night. In the summer time, it's slower for fine dining because most people prefer pubs and patios.

Pan Handlers can make a couple hundred a day, might be easier than waiting tables. Busking is another good alternative, if you can play a musical instrument.

Well actually I know a guy over in Hill Valley making 2012/month (usually in June) serving flux capacitors. You might be able to bump that up a couple hundy, but I hear the Tannens out there are notoriously cheap.
Tough, but not impossible.

You're unlikely to get a fine dinning job as a new immigrant. Generally, unless you have a fancy European accent of some kind, you're accent will be a huge detriment to finding that kind of job.
Mostly new immigrants get hired by restaurants within their own community, which proceed to take advantage of them. It's not uncommon for the owners to overwork these people and then take a portion of their tips for themselves.
The $3000 a week is a heavily skewed stat. There are two tiers of waiter jobs. Fine dinning/hot young women, and everyone else. Fine dinning/hot young women probably make $4000+ a month. Everyone else struggles to make $2000/month.
As a male, a bartending gig at a busy place can pay well too. Those are generally hard to get though. They pay well and give you access to lots of booze, women, and connections in the bar industry. So every young guy wants to do that.

Oh I don't know. He seems to be doing a fine job of 'dinning.' However, he's most likely to only make about $3/month at 'dinning.'

You're basically limited to a Chinese restaurant until your English is sorted out. People are not easy to understand and even if you do well with it and you're making 1 error per table, you're going to not to last very long.
