Judging from the baracades and planters along 7th, he would have had to drive on pretty close to 6th St.
As you can see, there isn't really any place to come up on the sidewalk except on the western end of the block.

I was looking at it this afternoon and I think he came in the large gap west at the end of the planters (where the truck is parked) drove down the sidewalk and cut in hard at the window.

His name has been released, and on some websites there are closeup pics of his truck.
So he's done time in the US (Hawaii) for possession of chemicals used to make meth, and is currently facing charges for operating a meth operation east of Red Deer. He also has a conviction in BC for impaired driving.
On his truck's gate, he has a bitcoin bumper-sticker. He probably sells on Silk Road.
So I'd guess the working theory is he got high on meth and decided to ram his truck into the court house to either vent his anger or thinking his court appearance on the meth operation charges would be postponed if he did enough damage.
Idiot. Meth seems like it leads to people doing the oddest things to themselves.
