In downtown during rush hours, the rule should be as long as you don't think you'll hit a body, just go at the crosswalk.

To answer the crosswalk question in OP, you need to wait until they are past with enough clearance that it is safe to proceed. I made a post here referring to the relevant laws a few months back, but don't have time to dig it up right now.

i beleive the intent of traffic law is that you wait for the pedestrian to be completely across the street (A to B, or B to A).
it is likely that in most typical suburban settings, drivers wait for the pedestrian to get at least to the median and then go - but I'd guess that if a member of CPS witnessed the driver going while pedestrian was still at median, you'd at least get a talking to.......

In reference to Rathji's post, there is no median refuge for pedestrians in that particular cross walk. They don't actually go up on the median and stay on the road the entire way. Technically, you should be stopping regardless of what side of the median they are on?

worse, it's a free flow sign. and I agree, turn in your license if you can't figure how to proceed without stopping given your own dedicated lane.

Yes, as far as I'm aware. Though IIRC 2nd Ave + 2nd St SW had one too. (The one I know is there is 2nd Ave + 3rd St SW.)

It only takes being run onto the sidewalk a few times by someone just passing the intersection who thinks that it's a yield sign and unilaterally changes lanes into the free flow lane without signalling or anything to make one gun-shy about confidently using the free flow lane...

Worst is pedestrians that start walking when the hand is flashing and people are waiting to turn. I honk at these a-holes often. (Nearly daily basis). I hope that through continued abuse, they will finally learn and spread the word on learning how to walk.
Don't get me wrong, if its flashing and Im not blocking a car with RoW, I'll start walking on a flashing hand no problem, its those that block turning traffic that are the worst

If you seriously don't know what the pedestrian rules are please don't drive. The meridian has no bearing on anything, you must wait for them to completely cross the road.
