yup
there are people who have faked a disability so they are commute to work on the door to door access-a-bus/ handibus instead of taking regular transit.
(which is why many places need a doctor certification and a in person interview to confirm stuff)
Transit colleague of mine in pittsburgh was almost fooled by a guy claiming to be blind. He had all the moves/ gestures/ behaviors rehearsed. But he wasn't wearing a watch (as part of his performance) and made a comment about the time -- he was only one facing the wall clock during the interview..
