Cops don't man photo radar vans. Unless you want bylaw officers cruising around in Chevy Cobalts trying to apprehend pedos, it's not very relevant to the conversation.

I would also think that the police trying to nab a suspected child abductor would make some attempt to be discrete. Undercover and in undercover vehicles; they might be able to catch the person. In regular patrol cars, you just make the person move to another part of town.

I heard a story at work over the summer (municipal government). They bought a white panel van a couple years ago, and used it before they had a chance to put the city decals on it. A guy I worked with had to check some things in front of the school, and apparently someone at the school was alarmed when a guy got out of a van and started walking around the front of the school property and called the cops on him not realizing he was just a city worker.
