No, it started constructin in the 80s, and remained a concrete structure with no cladding for ~20 years before the cladding was recently finished. I don't know if they have gone further and finished the interior.

Well, we know there will be at least a minimum of 2 mineral fields and 2 Vespene gas deposits when they first start to build. Good for initial stages of construction, but they'll need to expand and look for more resources later on.
Does this really need to be in green?

I'd argue we have the technology, just not the political or economic will (for good reason).
Humans have done some pretty amazing things when they are focused on it. From the pyramids to the A-bomb, it's not hard to get something completed if your completely focused on it. However if your trying to add it to a sustainable society and economy (without the benefits of slave labour) that can be very different.
