I don't know if they will tow him, but I believe if you call the parking authority and complain they will come out and either give him a warning to move his car within 48 hours or it will be towed. If they don't give him a warning I believe they can issue a parking ticket, then if he doesn't move it after a day or 2 I would call CPA again and have them come out again.
It might be a pain in the ass but if you don't want to deal with them directly then CPA is your only hope.
Oh and don't leave the guy a warning note, if you make contact with them they will know that it was you who called CPA. If you don't say anything to them and let CPA do their job then they have no reason to suspect you did anything.

I tried looking for the by-law, but couldn't find what I was looking for. I was sure there was something about the 72 hours not being in effect if the person was parked within a certain distance from the house where the vehicle is registered. Something like 100 or 200 metres.

Nope. I live Cedarbrae. Which for the most part is pretty crappy except for a few nice culdesacs here and there, one of which I live on. These guys are the only people on the block that are like this. I didn't even know we had skid marks like this in here until I was driving home one day and followed a little red accord into the culdesac which proceeded to pull into my spot, get out and try to stare me down with a little Eminem pouty face. I found out later that the guy had been living there for a while, but I'd never seen him because I don't hang out at home on weekdays eating pop tarts and doing whip-its.

I don't think it is heavily inforced, and I don't believe they will do anything about it if your car isn't parked illegally.
I know that infront of my apartment building there is only room for 8 cars to park and one car was parked there for months without moving. Finally CPA came out and left him a 48 hours to move before towing notice, and the ###### backed his car up about a foot or two instead of actually moving it. So now he was taking up 2 spots, probably about 3 or 4 days later he either got towed or moved the car and it hasn't been back since.

I am confused, why don't you park in your garage or parking pad? Or are you somehow asserting that you own the street in front of your house as well?

I learned about the 1.5m rule the hard way.
Used to have a d-bag Welsh c*** across the street that would park his 2 summer cars in his garage and NEVER use his driveway, and always park his suburban in front of my house, taking up both spots. I had mentioned it to him and left notes on his windshield at least 10 times.
The one time I parked in front of his house, he had my car towed. The CPA ticket said it was measured at 1.38m from the edge of his driveway. After the ticket, towing, and lost wages, I was out about $300.
His suburban started getting flat tires about once a month. He seemed to drive over a lot of nails.
The day before I moved out, someone  peppered the front of his house and garage door with 100 paint balls.

That's part of the reason you are a ######-nozzle, you've judged your neighbours without any evidence and seem irrationally convinced that they are out to get you.
However, more ######-nozzle-y is the fact that you seem to think that you own the road in front of your house.
I live in a cul-de-sac as well. Some of the houses near me have 3, 4 even 5 cars. They end up parking on the street. Some of them park *GASP* on the street in front of my house. It never occurred to me to be butt-hurt over it, mostly because I'm a reasonable person (who, incidentally, is quite capable of being a ######-nozzle in other circumstances).
My recommendation to you is to take a deep breath and relax. If you get this worked up over someone blocking your view of the asphalt road in front of your house, then you are probably 9/10ths of the way to a heart attack and/or an ulcer.

Even with an hoir parking limit, there are constantly people parking in front of my place, and I don't have a driveway. But I don't own the street so it is what it is. I do hate paying thd city 65$ a month to have the priviledge of parking on a street other than mine and having to move my car every 48 hours

I would try talking to them first just on the off chance it works. If you don't talk to them, and you get him towed, expect him to be parked exactly 1.5m from your driveway every day for the rest of the time you both live there. People like that have a high chance of being vindictive #**@*s.

These guys have an attached garage and a garage out in the back yard. This would be different if this guy was parking there for a night because he had no room anywhere else, but he's leaving it there for more than a week at times. So let me ask you, Ned Flanders, on what day would you get fed up with having some car parked in the only parking spot you have without moving? I know you have a breaking point. Mine just happens to be 5 god damn days. I don't think that's unreasonable.
