I think TTC is trying to say "how is this really going to be a deterant to others."
I think the size of the judgement just means the offender will never have anything of value ever again. Even if he does some sort of bankrupcy, owing $150B means if he owes somebody else $10K, the victim's partns still get 99.9999% of his assests.
So $15 million or $150 billion isn't relevant; just makes the point a little stronger.

And really screws over the hypothetical guy who is owed $10k. Though I guess anyone deserves to lose out if they're dumb enough to do something on credit for a guy with $150 billion in liabilities.

Yeah, like the Sandusky sentence. 30 years will probably be life to him, but a lot of groups and people felt he should have been given closer to the possible 200 just to make a point and an example.
