1. The file is called "winRating" as in... "Windows Rating."
2. The "something" in my post isn't just an underlined word like yours is. It's a link to an article explaining the differences between a solid state drive and a mechanical hard drive.
As others have said, boot up times are pretty low on the list of benefits gained from switching to electronic storage, instead of a piece of metal spinning around in a circle really fast.
