You guys are a riot, thanks for all the suggestions. I have about four days to come up with a plan. He works up in Ft. McMurray during the week.

Well since you have lots of time, maybe you could induce large flocks of birds to hang around his house expecting to get fed.
Take all that popcorn out of his car and spread it around his yard every night. Sunflower seeds, bird seed, bread, whatever... just try to get noisy crows and magpies and seagulls and such to regard his place as a smorgasbord.
There are few things on earth more annoying than a bunch of hungry caw-cawers just outside the window early in the morning.
I have no idea if this works or not but I've contemplated trying it on a rather surly neighbor.
On a smaller scale, you could smear bacon grease all over his doors and I bet that would attract a lot of flies and other vermin.

Remember Beverly Hills Cop and the banana in the tailpipe trick?
Or take the previous suggestion of removable paint (perhaps permanent) and stencil "Flaming C's" all over his car (I take it he is an Oilers fan...)
Or if you have access to his vehicle for a little while... connect the break lights to the horn.... perhaps the first time he has to slow down is behind a cop.. or some Hell's Angels!!!

haha, I remember something like that happened to a friend of mine....except it wasn't a prank, and it was his blinker. Every time he flicked the blinker on his old VW Scirocco, the horn would go off.

I would say that the bargain finder ad or the gay pride sticker are your best bets.
I put a "Princess" sticker on my buddies car, the guy is a 250lb football type. He left it on for a while after he found it, funny stuff.
Nothing involving 'poo' is cool though.
