What's the deal with the flooding anyway? Is it because the city (area) isn't built to withstand rain at all? Cause we've never had a flood here on the wet coast in my lifetime.

I'm thinking it's the same effect as when we get a few inches of snow and the city shuts down. Just totally unprepared.

By most accounts, in the last two weeks this area has received the equivalent of precipitation that would normally fall in an entire YEAR.

That's the problem. Its a unique event.

What's the cause of the flooding? All I see on the news out here is pictures of the devastation, but I'm curious as to whats causing such bizarre weather. Is it some sort of strange wind patterns or is it completely unknown or some new kinda El-Nino or what?
