I really doubt too many in Toronto or Ontario care about the statement. People in Ontario don't feel the internal pressure to assert their status. We leave that to crazy Quebecers and Westerners  .
In general, I think Calgary has a postive enough image nationally that people could accept this if it is Harper's opinion.

it is my understanding that the PMO's office hired about a 1,000 or so people to help him determine this. Of course these folks were given the usual assortment of government perks and a DB pension plan to help his ascertain this.
These employees are now hard at work, determining other important things - like where is the greatest ice cream cone in Canada, and who is the hottest chick.
