Why do poorly written movies comprised completely of CGI need a studio that big? Wouldn't one large room with a green screen be sufficient to execute Lucas' "vision"?

Exactly! This is obviously a wealthy county, and all the labor and working class folks that work there travel in everyday. This will get them a place to live closer to work.
