A lot of good tips in here and it is good to get opposing point of views, because it makes me look at it from different angles.
Although I do think it may be day to day activities, I think it is even a step above that. I think he does some type of work out of his apartment, because it definitely sounds like a lot more commotion than just walking around or sitting on the computer/couch. I can't place the metal on concrete noise, it sounds like tools being put down and picked back up again. And last night I distinctly heard some type of rumbling noise that was vibrating the medicine cabinet in the bathroom.
I think I will get the humidifier to help dumb down the noise, but as someone said it is a band aid not a cure..
I have thought about writing a note, just simply telling my situation, supplying my phone number and time I am home if they wish to discuss it, if not they can ignore the note. If I go to them in person they don't have the option to ignore me, and may become defensive as well. However with the note, I don't want them to think I am some kind of snake, I am not scared to talk to someone, I just don't want to come off as aggressive and automatically put them on the defense.
I know this, if I was making noise to disrupt the person below me, I would definitely want them to come talk to me before they went to the condo board. But maybe that is just me.

Yeah, the note can be such a bad idea. You have no way to control the tone in which they read the note; especially seeing as they don't know you.
Odds are, they have lived there long enough to consider their condo as "home." Many people get very defensive about being told what they can and cannot do intheir own home; especially when they aren't doing anything against the law.

What about taking a 6 pack up and discussing it over a beer?
If the guy below me came up and said I was a little loud I would think he was being a dick. If he brought a 6 pack and we had a beer while he said I was a little loud, I would think he was a nice guy and I would probably keep it down.

I don't see a problem with talking to them. It doesnt have to be hostile (the beer idea is great IMO). I live in a condo complex, and I only share one wall (as opposed to two or three) so I feel like that gives me a little leeway to be a bit loud. I know I do things that cause noise (listen to loud music sometimes, play guitar/drums, etc) but I only do those things in the early afternoon when I assume people are out of the house. If my neighbor came over and told me that they were home during those times and asked politely for me to do it at a different time or to try and keep it down when I do I would understand.
Your neighbor probably understands that he's on a different schedule than most and if he's doing something thats in particularly noisy (I'm not saying he is, but maybe he is and he knows it) then asking him to keep it down a little bit shouldnt be a problem, especailly if you're only asking for a few hours of quiet.
But yeah if its just chairs moving and stuff I think getting some good earplugs may be the way to go.

Hook up some speakers right up against the ceiling. Play some brown noise, make sure the speakers are facing up though. The relaxing sound will drown out any noise, and your noisy neighbors will crap themselves.
