On the contrary, I see lots of threads that are more appealing to the masses, aka upcoming concerts, summer festival discussion, best (insert food here) in Calgary, Stampede talk, etc.

The best example is the passing of Adam Yauch of the Beastie Boys. I get most of my news from CP, but had ignored the food and ent. forum because most of the threads were TV show related, and only found out about it because someone made a thread in the off topic that was locked with a final post of "there's already a thread in the food and entertainment" forum.
I don't think there is any objective way to claim anything is "for the masses". Far as I can tell your sorting suggestion revolves around which threads you personally visit and don't visit. By my count there are exactly 10 threads related to specific TV shows or movies and several of those are only days old or will pass when the movie comes out and then fades.

One thing I notice is that there are quite a few threads, be it in the Food and Ent.or main OT area, that are huge megathreads. I count no less than 13 megathreads on the main page right now. That is just under half. In the Food forum there are 20 out of 30. I counted a megathread as any thread that is ongoing. Be it for a TV show or random topic. That means that more than half the 60 threads in both forums combined are there to stay for the foreseeable future. This leaves less than 30 "new" threads at any given time and it seems that the mega threads are multiplying by the day.

I think Food and Entertainment is wide enough that pretty much everyone would visit it on a semi regular basis. Choosing not to do so isn't exactly a top notch reason why the new sub forum doesn't work.

Without creating a whole family of subforums I don't see a logical sorting method. If movies and TV are together then Music has to be with them, it is completely nonsensical to split only part of arts/entertainment.

The problems is that other than entertainment threads there aren't a lot of clear division lines present. Not enough straight politics, not enough straight news threads, or advice threads, or travel etc etc. As such I don't know how else to split the forums that would make sense.

Whatever gets its own forum has to be popular enough to draw people there no matter what. Moving obscure threads will just kill them. Right now I'd say that F&E is pretty steady in terms of posts and discussion.

It is the mega threads that really tend to tie up the main page. There are so many and I don't see how to get rid of them.
