Renting a car in Canada and driving to USA

I used to work at Hertz years ago. You were allowed to take the cars anywhere (not Mexico) without an extra fee.

You were not allowed to take them off paved roads though.

I'd try to get a car without the 'I'm a tourist driving a rental car so rob me' sticker on the back.

But I keep being told around here Mexico's perfectly safe!

Incidently if you take Mexico off the options 'anywhere' becomes pretty effing limited.
