Because at the end of the day it is intirely possible for any casino operator or goverment to decide they need a bit more cash this week and dial down the payouts.
Where you and I differ is in trusting the goverment to over see the rip off 'fairly'.

He's lucky this isn't old school Vegas. Back then, if you didn't take the $100 and a free meal Joe Pesci would take you out back and dig you a hole.

Gotta agree with this. Not going to lie I gamble quite a bit on sports, but at least I am not against a computer who is programmed to make me lose. I have never and will never play slot machines. It just doesn't make sense to me.

This actually occurred in Austria, not sure any of the local(Alberta Gaming, OLG, etc) are relevant and Austrian Casinos are not closely regulated. Fact is that only 4 numbers came up so the payout should be consistent with that.
That being said, even if you have government over-site I am not sure that its such a good thing, do a google search on insider lottery winnings and the OLG and you'll find a lot of dirt on the OLG.
