I doubt it was deliberate, but it was a bad choice of words for sure. Mentioning he's black is quite unnecessary in that situation, though it was probably just an emotionally charged rant, because the guy isn't currently a fan of Eldrick. I don't think he's racist, but he coulda left one word out of that sentence and been just fine.
