Do people here not do inspections before they move out? When I have moved in and out of rental places as a tenant, and now as a landlord, I've always had a form/checklist that I go through. When you move in you bring up any concerns. When you move out you go through the same list. If either of you have issues with something being clean/dirty or working/broken it gets discussed at that time. If it doesn't show up on the inspection report the risks and responsibilities have transferred back to the landlord. If there are differences of opinion there are usually set mediation processes to follow.
I just don't understand how you can leave a place and not know exactly how much you are getting back or owe. I made sure I was at every inspection and if the landlord had any concerns, they were fixed before I handed over keys. In all my renting the only thing I lost on damage deposits was $15 for some light fixtures I broke while moving out.
