It's not already built. It's under construction now.

Looking at the video, the rendering seems to be a little off. The walkway will be a lot wider than it appears in the rendering, which makes it look like you'll literally be hanging on the edge and if you took a step forward, you'd be hanging off the Tower. But, looking at the video, there will be plenty of room.
I did the Bridge Climb on the Sydney Harbour Bridge and this looks like it will use a similar safety harness system as in Sydney. With that one, once you are secured to the safety wire, you can't remove it until you're back on solid ground.
