There is a law in China that as a Chinese citizen, you can only visit casino and gambling cities once visit every 6 months. What was happening was massive numbers of rich people were going to Macau (Vegas of Asia) to gamble away their money every few weeks.
They also found a large number of state officials actually gambling away public funds. Arrested and executed a bunch of the worse cases (scratching the surface, found a few fall guys and swept the rest under the rug with a slap on the wrists). It helps a bit, not much though.
