That's a good picture of one.
So as you can imagine, if this hose bibb is not installed level, or preferably with slight grade to the outside, water can be trapped between the valve seat and the outlet which can still freeze and cause problems.
However if this hose bibb is working turning off the isolation valve in the basement is redundant.
Kinda like turning off a propane BBQ, do you turn the handles on the front of the grill off and walk away? or do you turn the bottle off too? I do both, I imagine most people would.

Not really the same at all. I think everyone would tell you to turn off the tank when not using your BBQ, the regulators are for adjusting the temperature mainly, not shutting off the gas.
Frost free spigots on the other hand are designed to shut off the water, even in freezing temperatures. There is no reason not to use the shut off except for if you ever spring a leak.

maybe you are looking at foundation repair or basement wall crack repair people instead of a plumber.

I shut my water off every time I leave town, even in the summer.
How much are you willing to lose, for the time it takes to shut the water off ?

Do you shut off your main?
I've had my fridge water supply go and make a small disaster in the kitchen and basement.
I've know a guy who's dishwasher supply went while he was gone for the day and it absolutely destroyed his house.
I've thought of turning those two off when I'm out of town.
The stuff in the basement... I'm not too worried. It's undeveloped. Yup, it would still suck, but I don't keep much down there.

I hate touching valves, or even looking at them sideways. If I turned off my main water while on holidays, I'd be worried that that valve sprung a leak, the whole time I was gone.

Had someone come and take a look at it. Looks like its not a cracked pipe. The exterior faucet was leaking and over the course of the winter the constant dripping of water created a the big mountain of ice, to the point that it covered up the faucet. Then the water started to seep into the house.
Going to have to replace it with a frost free one. In the meantime, the valve leading to the exterior has been shut off and will be shut off until I am ready to water my lawn.

Could be through the window, or perhaps a small crack. Will have to clear the ice first to know more, I think.

I shut the main off, it's under the stairs, no problem. My SIL's toilet cracked when they were away, top floor... wrecked everything.
