Same as Game Center streaming online, so unless you sign up with an out of town address, I'm assuming you wouldn't be able to watch Flames games.
Not really as difficult as it sounds. Sign up for American DNS servers at usvideo (might not even be needed if all they require is an American address for billing). Or you could set up a virtual Visa card and then pay for it that way and use any address you want.
