The country should be blockaded if they can't control this problem. Any pirates that try to sneak through should be taken out Russian style.

I know borders are easy to "blockade" in video games, but it real life, its impossible with a country with the amount of coastline Somalia has. You'd need thousands upon thousands of warships. That would take like 12 turns to build.

You could never cover it all, but you could do your best. The U.S. did against Cuba (not that some boat people didn't get through). With a multi-national effort, I am sure they could make a pretty big dent.

A mark 48 goes for about $800,000 per shot. Bullets are cheaper.

And adcap costs 3.5 million per copy.

I think that Captains don't have the power to do more then the basics in terms of court marshalls, and capital crimes are not tried on ships anymore.

I think the last ship board execution was done in 1849, with the most famous being the execution of the mutineers on the U.S.S. Sommers which lead to the creation of the United States Naval Academy.

Someone should tell these people Pirates haven't had much luck or a life span in about 600 years. The Jolly Roger just isn't cool anymore on the open sea. ( looks pretty cool in my wreck room though)

I said this in the last thread and got absolutely killed for it...

In 2006 the Islamic Courts were doing their best to bring Somalia out of it's 20 year chaos, including cracking down on the pirates:

And then the west destroyed the one hope the country had at returning to civilization:

And now our only solution is to kill desperate people that are under the control of the warlords. Given the alternatives in Somalia, I'm not so sure I'd choose "giving up and dying" vs living in luxury working as a pirate for one of the warlords. And for many in Somalia, that is the only choices they have.

I'm not even sure if the torpedo would detonate.

The sonar performance in choppy seas would be questionable as well.

Although I agree.

Its one of those things, if they have trouble prosecuting the pirates because of the International Waters Jurisdictional issues then, logically speaking, shouldnt those issues go both ways?

So, if they want to summarily execute pirates caught in International Waters, then to what legislative body are the pirates to complain to? If they're even left alive to complain at all that is....

You're right, and what people tend to miss with Captancy powers is that even before the UCMJ was bought into play, Captains followed naval law as laid out in Rocks and Shoals, but Captains only had the power to try and execute U.S. Naval personal. Pirates for example that were captured still had to be bought back to shore for trial and punishment. Even the English followed that rule. Thats why most pirates were executed on land and not hung at sea.

The right for Captains to convene court marshalls for non U.S. naval personal is limited to 0, they can't do it. The Captain as a convening authority cannot summarily executed non naval personal, I don't think that right has existed for a couple of hundred years.

However I do believe that its handled differently by the Army and Marine Corp who can summary court marshal and execute members of foreign militaries or irregulars.
