If it is equipped with drum brakes, sometimes the brake can get so far out of adjustment the adjuster could fall out of place and get stuck between the drum and the shoe. (like I said)

I think your talking about (I hope) a hybrid disc brake with a mini drum for an E. Brake.

I seriously doubt a 96 Caravan has that, likely a cheap drum set up.
