No they mean non-simsubbed stuff, so anything that is a true US broadcast could still have stupid loud commercials. All Canadian broadcasts and simsubs (Canadian broadcast that is subbed over US broadcast even if you're watching the US channel) have to obey CRTC rules and as such will be quieter. US broadcasts don't have to follow CRTC laws because they have the only organization that makes the ######s at the CRTC look competent, the FCC.

No more watching a show at a respectable volume then BAM - Vagisil commercial loud enough for the neighbors to hear.

I haven't turned on the TV yet. Are the changes noticeable?

This law has come 30 years too late for me.

I lost count of the amount of times a 'Brick' commercial resulted in me being told to turn off the damn TV and get my ass to bed.

I always mute commercials anyways. Can't stand the same old advertising techniques, annoying catch phrases, and lame car ads.
