There are a couple of different intramural leagues. Mens competitive is fairly competitive. There's also coed. For the competitive leagues they do have refs...usually just some chump who has no idea what he's doing though.

(When I moved to California and was looking to get into soccer, I joined Meetup and they have at least 1 pickup per day and 2-3 pickup's on weekends)
Like Locke... organized leagues are too much for me, the full tilt just gets to me and I'd rather play a skill game then getting slide tackled from behind or my ankles trashed.

I play CUSA, and I consider that my 'Sport.' So thats where I bring intensity and I have to play 100%. Like any competitive sport or hockey league.
Everything else I play or have played, two years in Fusion, two games in CSSC (thats a story  ) and U of C intramurals I considered as practice for regular play or just a fun kickabout.
I play in the Calgary CoEd League right now and its the best. Again, you're going to run into guys giving it 100% but they have quality fields and decent refs so it rarely, rarely gets out of hand and its a lot of fun, and I still use it as practice.
CUSA is insane though.

It gets a little better when you move up to o35 divisions.

Back in the day, while I was still playing top level in the city, I played co-ed U of C one semester just because my friend at the time wanted to play.
Sure enough, one game a few guys who probably played Div 2 or 3 CUSA thought they were being clever and needed an ego boost, so taking the piss and gleefully nutmegging the girls and use the fancy footwork that works against people who rarely run, let alone play soccer. 10 minutes of watching their disgrace, and watching the girls get upset, and the other guys trying to do something to stop these guys, but just not quite skilled enough to keep up, I had enough.
I camped behind one the girls they liked to pick on, and as soon as the nutmeg was completed, I hammered the ball as hard as I could with a clean tackle, and like a crash test dummy he continued for another 3 feet in the air.
Of course, his chicos decided to confront me, "Hey man, its supposed to be a fun game" garbage excuse. I told them its no fun to get embarassed, and that if they want to continue to have fun at these people's expense, I'll continue to have fun practicing my tacking. One guy tried it again, didn't hit him as hard but "accidently" hit just the top of the ball and "accidently" clipped his shin at the same time. A minute later, the first guy came from behind me when I had the ball, so I passed it off and waited for the slide from behind...sure enough. I managed to avoid it, and again, "accidently" stepped on his ankle as I got back in position. The third guy had the guts to come at me face on for a tackle, again, I looked right at him as I passed it off and left my passing foot up, studs up.
They pretty much stopped causing trouble the rest of the game, and certainly knew where I was on the field. Of course, the fully expected attempt to confront me after the game, as I saw them waiting around in the parking lot, while our team had a couple beers.
Overall, CUSA is a crapshoot in divisions below 3. You get young teams wanting to play mens and learn. You have other teams that are just all friends that are nothing but trouble, and you tackle one guy, they all take it personally. Then there's the team where they are an ok team but need warm bodies to fill a roster, and those guys are a friend of a friend, and they're usually loose cannons, on and off the field.
