If this is true, I can see it being one of two actions:
Either some or all of the other three owners are looking to sell for estate reasons, and Mr. Edwards doesn't want to buy their shares as he has with others, or
Mr. Edwards wants to monetize a piece of the large holding he has in CSEC, which he could do while still maintaining overall control.
Either way, it would be good to get new blood in the ownership team. Hopefully some or all of the new ownership would be Calgary based to some degree, continuing what has been the situation since 1980.
Other than CP users, who would be interested/have the wherewithal to pony up 8 or 9 figures for a piece of the team? Or would private equity firms want to buy a piece, which is an ongoing trend in sports ownership (about 1/3 of NHL teams have private equity firms as part owners).

It's not that clear - they could just be doing an equity raise where they issue new shares equivalent to a 20% overship and inviting new investment, not seeling existing ones. I think it's less likely though.

The NHL changed their ownership rules a few years back and private equity firms have started to buy chunks of teams.

If I owned an asset with 9 figures of unrealized capital gains and the inclusion rate was going from 50% to 66% I'd be thinking about realizing that before the deadline also.
Especially since at the age of many CSE owners a "deemed disposition" event is coming soon.
