Classic Country 1060 wasn't doing great anyways.
The normal ratings for a station like this aren't very relevant. I suspect it is being sold to advertisers on the basis of a more narrow target audience and cumulative listenership - not unlike 660News - where the key is not what share of the audience you have at any one moment, but rather how many people tune in for any length of time during the day - and how often they come back.
Essentially they want to be the station of choice that people go to when their #1 station is on commercial break - which is why even their advertising talks about them being "Calgary's #2 favourite station" or something like that.
