Without looking specifically at New York most states have parties submit list of electors prior to the election whose names to not appear on the election ballot and instead the party’s presidential candidate appears on the ballot. You are voting for the slate of electors when you cast a ballot.
It is unlikely that Bill would have been an elector if Trump had won.

Clayton County just posted another 270 or so votes to its website. Biden gains by another 230 votes.
It's just going really slowly.

No, they're nominated by the party (or the candidate) in one way or another. You can look at the list of electors from past elections. Here's 2012 and 2016:

It's not a coincidence that every state that voted for Obama in 2012 but Trump in 2016 (Michigan/Ohio/Pennsylvania, etc.) switched from Democrats to Republicans as their electors.
