I think this is the key.
I fully expect the Flames to be bottom-5 in the standings at the end of the season. But last year the bottom 5 had points percentages from .317 to .463; the previous year, .287 to .463. I expect this team to be somewhere around that level of badness.
They haven't got the horses to make the playoffs, clearly, but they have too many horses to be down there with the '92-93 Senators or '74-75 Capitals. And that will remain the case as long as they have to meet the salary floor.
