Well I'm suggesting this a business move to clear out actual salary. They just signed off on a 50M contract with Kadri, getting rid of Monahan's 6M in actual salary was probably part of the way to stick with whatever internal budget the owners have given Treliving.
But even if he can go on LTIR, they aren't anticipating he'll be there for the entire season. Just saying there's nothing stopping the Canadiens from acquiring Monahan now and waiting until he is off the LTIR to make the room. Montreal doesn't need to do a trade today to become cap compliant if they did trade for Monahan.

Why? He's still a hefty $5.25M cap hit. And for Calgary it's over $1M less of a cap dump. What if Lucic's teams are: Boston, TB, Colorado, Toronto, Florida, Edmonton, San Jose, LA, Vegas, Pittsburgh. None of those teams can afford him.
Edit: Plus, Monahan played 1/3 less games than Lucic, on an injured hip, and still outscored him. Then he got surgery and has a possibility of a rebound at age 27 (versus Lucic at 33). He's got a higher risk/reward ratio than Lucic, but the upside is a good goalscorer. It's not idiocy to think teams would roll the dice over Monahan versus Lucic.

Vegas actually could based on what they do with their goaltending situation. They are already so over the cap that they don't need to get below it but because of LTIR with Lehner and Weber they have room to spare.
Lucic and a 2nd to Vegas would have probably been accepted.

Internal budget of "spend to the cap". The owners aren't cheap when it comes to players salary, they can only spend so much.

I expect Vegas had no need for Lucic. Not any desire. His value is strictly to a team wanting to hit the cap floor.

Maybe the first has conditions depending how (either how well or how many games) Mony plays, but it also has conditions from Florida as far as being lottery protected? How does that all work?...

Nah. You know why? Because if it was, that deal would have been done a while ago.
And yeah, they have Lehner on LTIR. They also have no goalie yet. Not even a backup. They can't afford Lucic.
