Half right, pinchy was his name, but homer put himself and pinchy on the scale at the same time and the scale was at 300. Homer then said when he last weighed himself he was 140, so pinchy must be 160!!!!!

Just to correct that last one, actually Homer said that according to his driver's license he weighed 140 lbs. Small nitpick but this is a trivia thread after all.

well, you've named the two objects I'm looking for, a rope and an extension cord, but Cletus isn't one of the people. (Unless you can offer definite proof that Cletus has worn one of these at one point.)

In my opinion:
Most over-rated: Ralph. Sure, he says some pretty dumb stuff sometimes, which is funny for a cheap laugh, but how many times have I heard someone say "I cho-cho-chose you" or "I'm a totem pole...ahuyuhuh". The dimwitted one liners get old (with the exception of "My cat's breath smells like catfood" ... saying that in awkward pauses is always funny).
Most under-rated: Ralph's dad Cheif Wiggum. He's dumb too, but his incompetance is funny since he's the chief of police. Who can forget lines such as "Aww geez, there's trees bushes, I'm on a road, looks to be asphault...uhhh...I'm directly under the earth's sun.....now" when asked to describe his location.
The fact that the cheif of police has a near-zero IQ is funny, the same is not true of some cubby second grader.
My 2 cents.

Principal Skinner = underrated. Some of the best lines ever come from him...
like that time Superintendent Chalmers was complaining about "classroom after classroom of ugly, ugly children" and Skinner says "oh well I don't think the children's appearance" but gets cut off.
That whole Arman Tanzarian/Imposter episode was really lame though.

Overrated: Smithers. The gay gag is getting old. Krusty is kinda stale--doesn't deserve to be as major a character as he is.
Underrated: Martin. Great little character. Has one of the greatest moments in the history of the show at the end of the pool episode. But he's a great all-purpose foil for bart and nelson, among others. I also like Milhouse when he's a secondary character.
I hear what you're saying about Ralph, but beyond the one or two over-quoted lines, he's been one of the most consistently funny characters in the show.
