The history behind 50/50 draws can be found here:

I see no mention of it financing buildings or infrastructure, so I don't believe this would be an appropriate avenue for the Calgary Flames to pursue to finance their new arena.
But what if the Flames created a different lottery to help finance the arena.
Would it be legal for them to create their own scratch tickets and sell them?

I'm pretty sure that for profit organizations can not run lotteries.

During the save the flames campaign they worked with WCLC to create a scratch ticket with some proceeds going to the Flames and Oilers.

This was the first post that mentioned funding it through 50/50 tickets... Read it again, and think about the logic. It's obviously a joke.
No one was seriously suggesting that that Flames would fund the arena through the 50/50.

The lottery concept is pretty much a form of government subsidy because it wouldn't create much new lottery demand, just shift it from other lotteries run by the government.

Just because Council hasn't seen it yet does not mean it is not at City Hall on Nenshi's desk.

Actually, if you want to read into Nenshi's comments and staple that together with what KK said, then I think we have the following:
- Nenshi has seen the proposal, but the Council has not been presented with it yet
- KK specifically said that he was going to be presenting it to the mayor, not council

To be fair to KK and the Flames - the drop in oil prices has probably slowed down the closing of any deal. I can tell you that any major multi billion dollar deal that involves a massive commerical real estate component is going to be jumping through extra hoops via skittish investors and lenders trying to backout right now.

On the other hand, KK has been talking about how it was "any day now" for years, and oil prices have been declining for about 6-8 months.

don't like it if the owners are threatening it
don't like it if the city is using the fact they won't leave as leverage

Why? While its true that a poorer economy typically lowers construction costs the owners are all Oil men. Their finances would be strained by lower oil prices.
