I believe these lines are an inner plastic liner or coating, a steel cylinder followed by high tension steel cable in concrete. The steel cylinder is for internal pressure the concrete is for external loading

So the yellow is the internal liner.
Wild ass guess is that the concrete failed externally leading to the collapse of the pipe. It looks like from the damage to the liner that it failed outside in.
Edit: looking closer the yellow looks to be the steel cyclinder. It would be painted for corrosion prevention against the concrete.

Although as an expert in Forests and not pipes it kind of looks like they damaged it when they laid it and then just patched it up and hoped for the best? Or is that a more recent patch to just 'stem the tide' as it were?
Because it has vegetation growing out of it which kind of indicates that patch has been there a while.
