I think that a lot of that is because they're keeping traffic flowing while they do that work. Without that, it's got to cut that down by at least half, but no one would tolerate them just closing the road entirely to make that work.
And of course, the other factor here is that this was/is an absolute top priority. Crews were working 24/7 here because of the sheer importance of the railway. That's not the case for a suburban overpass, for example.

The other thing is that the temporary repair likely doesn’t have the same resilience to 100 yr events that a permanent design has. It’s likely designed as a fix that requires frequent monitoring and maintenance as things settle and change.

This is the telephone game in action: one person says it's hard to fix these things, another person takes that and says it'll be months before anyone can drive there, another sees a couple pictures out of context and says years, and so on, and suddenly the story morphs into a beast that causes panic or despair.
The same story says the road reopened 4 hours later, which is really good. This will probably be a regular issue for the immediate future and probably not unexpected.

and it wasn't for lack of man power at the work site - there were always dozens of people there... they never seemed to be doing anything, but they were there in their hi-vis vests!
at the city of kelowna's pace, they'd be lucky if it was 2030!

Is highway 99 open now? If so, isn't it already technically possible to drive from Kelowna to Vancouver?
My youngest wants to go to UBC in the fall. The question I have is not whether I will be able to drive there, but how long until it returns to being a comfortable one-day drive from Calgary?

Most if not all the emergency fixes will get redone to the usual standards after things calm down. It's a pretty standard procedure.

Highway 99 is only open to essential travel last I read. I think we're past fall already, but if went through the US you could make it there in a day if you pushed hard.

Ugh, my brother in law has gone so far into the bat crazy conspiracies since Covid started, but I really didn't think he would jump on the chemtrails and HAARP crap. Getting messages about how this storm and the one upcoming this weekend are from deliberate cloud seeding using HAARP to destroy supply lines and reduce freedoms even more. Also that the bridges on the coq were deliberately blown up. I can't handle it, I was at my wits end with his covid conspiracies but this is just jumping to a reality I cannot even emphasize with.

He's actually mentally ill at this point, which kind of makes it easier to handle, if he tries to engage with you just smile, ignore the conversation entirely and say
'you know this is an indication you are having a breakdown right?'
and when he protests and calls you a sheeple again you smile and say
'I love you dearly man but you are suffering from a mental health issue, happy to help you find a doctor when you realise it but in the meantime I'm really not interested in engaging in a clearly delusional thought process, how about those Flames though eh?'

Man it’s so tough, I am a family doc so I just want to help him but he thinks I’m just indoctrinated at this point. I just can’t believe this weather manipulation crap that is coming in now, reading up on the history of it so I can be knowledable and it’s just so bat**** mental gymnastics

delusional thinking is so hard to deal with, I use humour a lot, arguing against the idea is impossible because it plays into their paranoia, gentle pocking fun at the whole idea works well but only if I know they like me and kind of respect me (mostly we're talking my foster kids here), I remember a kid ranting at me about cell phones monitering his every thought, I just kept nodding in agreement while I got out the tinfoil and made him a tinfoil hat, at which point we both started laughing and I pointed out that the only thoughts he had were about how to get weed which weren't a lot of use in the lizard peoples plans for world domination
