I'd say the Coyotes stay in the West and go to
Seattle, Portland, Kansas City, Houston or Las Vegas.
Thinking the Bell - Rogers partnership with the Leafs won't last with one of them (Bell) accepting a Toronto expansion franchise that will play in the West. TSN gets the regional rights to the new team. QC should fit in somewhere, I just don't know where.

The conferences are already unbalanced, no way that you see a team in the west move east

My guess is Florida moves to Seattle, and Quebec City gets an expansion team.
Toronto then gets their second team and Columbus moves back to the west.

If I recall, the sweetheart deal is tied to having a hockey team as a tennant in the building.
