He's 23 now because his birthday was last week. He was only 22 on June 30.
For UFA eligibility, it's the player's age on June 30 that counts. That's why Karri Ramo was still a Flames' RFA in 2013 even though July 1, 2013 was his 27th birthday. For UFA purposes, he was considered a 26 year-old.
Gaudreau turns 27 in August 2020, which means he won't be UFA eligible until July 1, 2021.

Hmm, yeah but he just turned 23.
2016/17 - Year 1 - 23 on June 30th
2017/18 - Year 2 - 24 on June 30th
2018/19 - Year 3 - 25 on June 30th
2019/20 - Year 4 - 26 on June 30th
2020/21 - Year 5 - 27 on June 30th

Meanwhile, the rest of his game continues to steadily round out. Monahan's assist total has steadily climbed from 12 to 31 to 36. Of those 36 helpers last season, 25 were primary assists, which tied him for 24th in the league.

You are assuming there are 30 "elite" or even "true #1" centers in the league. Just because there are 30 top center jobs available, doesn't mean there are 30 true #1 centers, just a bunch of players that have to fill that role. The Calgary Flames for example (even if you decide Monahan is a true elite #1 now) literally went decades without every having a true #1 center. Lots of players played top line center for us, but none of them were #1 centers.
I feel very very confident that Monahan is on the cusp of being an "elite" #1, but I don't think we can call him that just yet based on the last time he suited up for us.
Edit: I see your point now, not top 30 for centers, top 30 period. Agreed, that pushes the likelihood of being ellite much higher.
